State-owned properties built or created more than 70 years ago will be subject to a verification process to determine whether they have cultural interest. A new instruction from the Ministry of Tourism, Culture and Sports sets out the criteria that will be used to identify state-owned immovable properties that can receive the status of cultural property.

However, age will not be the only criterion. The list will also include objects that present indications of historical, artistic, architectural, archaeological, or ethnographic values, which are evidenced in historical and archival documents or that are located within historical centers and ensembles, cultural landscapes and archaeological areas. Proposals for verification can also be made by public institutions, local governments, local communities, or civil society organizations. The lists will be compiled by the institutions that administer the properties, in cooperation with the regional directorates of cultural heritage. A special file will be created for each property, which will reflect the location, cadastral data, history, architectural characteristics, physical condition, current function and photographic and cartographic documentation.

Part of the assessment will also be the risk level of each facility. The guidance provides for the identification of risks from earthquakes, floods, landslides, fires, biological damage or climate change, while the structural condition will be classified from usable and safe facilities to completely destroyed buildings.

The documentation will be sent to the National Institute of Cultural Heritage, which has 15 working days to verify whether it is complete. After the procedure is completed and the object is declared a cultural asset by the responsible minister, it will be registered in the National Register of Cultural Assets. Obtaining this status does not change the ownership or the institution that administers the object, but brings obligations and restrictions that stem from the legislation on cultural heritage.
