Rama: Electronic registry for all construction and development permits!

Prime Minister Edi Rama announced the creation of the National Electronic Registry for construction permits. Another measure, the head of government said, is the creation of a blacklist, which will include all those who violate the law on construction, from administrators, partners, beneficial owners to architects. Violators will not be able to obtain a construction permit for 5 years, while architects who are involved in the illegality process will also have their licenses revoked for 5 years.
"Creating a blacklist and banning construction violators from applying for building permits. Not just companies, but individuals. The blacklist will include every individual who has violated the law. It will be a register accessible to everyone.
This entire process of prohibition means that if a subject has carried out works in violation and has added or changed even the facade, these violations are of course followed by fines and other penalties, but they immediately make them subject to the blacklist. The architect's license is revoked for 5 years and he can no longer practice the profession.
Another point is the control of constructions digitally. The KKT requires the installation of cameras on all construction sites. The creation of a green fund, an obligation that construction entities must plant a certain ratio of trees. If a subject is equipped with a permit for an area of 5 thousand m2, this law immediately binds the obligation for a certain number of trees, in relation to the area that will be built.
We will create public nurseries in different parts of the territory, the subjects will bring the trees. There will be a catalog for the trees, the parameters will be defined and the subjects will deliver the trees. Whoever builds more, will plant more. Prohibition of changing the activity, the function of an activity without the relevant permits.”
