What does the new land reform foresee? - The "green light" opens. From

Land ownership and fragmentation issues are expected to be resolved. The Inter-Ministerial Committee established to advance the Integrated Land Management Reform has held its first meeting, giving the green light to this process, which aims to establish a clear institutional, legal and strategic framework to avoid fragmentation, increase transparency and guarantee modern and efficient land administration.

But what are the main pillars of land reform?

Integrated land management reform is a new approach that aims at sustainable land use and administration, taking into account economic, environmental and social needs. This reform is based on the principle that land is a limited resource, which must be used fairly and sustainably for present and future generations.

Its main elements are the development of integrated land policies; Coordination of land-using sectors (agriculture, forestry, urbanization, tourism, industry); Establishment of national and local plans for optimal land use; Cadastre and property registration; Clear documentation of land ownership; Use of digital maps and GIS to identify agricultural, urban, forest, and water areas. Limitation of uncontrolled construction and land degradation.

Also a main pillar is the protection and restoration of soil through the prevention of erosion, pollution and deforestation; the recovery of degraded lands; and the improvement of soil fertility through sustainable agricultural practices.

An important attention in the reform will be paid to supporting farmers for sustainable land use and encouraging green investments and compliance with environmental standards.

 Essentially, integrated land management reform aims to avoid conflicts over land, maintain ecological balance, and guarantee sustainable economic development.

Currently, in Albania, the legal framework for integrated land management is built mainly on several separate laws related to land, spatial planning, environment and rural development. And there is no single law that summarizes them all, but a package of legal and sub-legal acts that need to be summarized in a single and revised draft to adapt to the developments of the last decade and to better manage the issues.
