Salaries of teachers, police officers and military personnel are indexed by 2.5%

At today's meeting, the Council of Ministers approved the 2.5% indexation of the salaries of pre-university teachers, police officers and military personnel. The full government decisions are as follows:

SOME CHANGES TO DECISION NO.4, DATED 9.1.2025, OF THE COUNCIL OF MINISTERS, “ON THE APPROVAL OF THE VALUES FOR EACH COMPONENT ELEMENT OF THE MONTHLY GROSS SALARY AND THE DETERMINATION OF THE CRITERIA AND PROCEDURES FOR THE GRANTING OF AWARDS TO STATE POLICE EMPLOYEES”
In accordance with Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, and points 2, letters “a” and “d”, and 4, of Article 104, of Law No. 82/2024, “On the State Police”, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. Links no. 1, no. 2 and no. 3, which are attached to decision no. 4, dated 9.1.2025, of the Council of Ministers, “On the approval of the values for each component element of the gross monthly salary and the determination of the criteria and procedures for granting bonuses to State Police employees”, are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.
2. The values of the element "salary per rank", in link no. 1, which is attached to this decision and is an integral part of it, are the result of indexation at a rate of 2.5% and of the salary increase policy for employees with the rank of "Inspector" and "Deputy Commissioner" and the result of indexation at a rate of 2.5% for other ranks.
3. The financial effects resulting from the implementation of this decision for the year 2026 are covered by the budget of the General Directorate of the State Police, approved in Law No. 87/2025, "On the 2026 Budget".
4. The Ministry of Internal Affairs and the General Directorate of State Police are responsible for the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette" and extends its effects from January 1, 2026.

SOME AMENDMENTS TO DECISION NO. 420, DATED 26.6.2024, OF THE COUNCIL OF MINISTERS, “ON THE SALARY TREATMENT AND SALARY ADDITIONS OF ACTIVE SOLDIERS OF THE ARMED FORCES OF THE REPUBLIC OF ALBANIA”, AMENDED
In support of Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, and Article 20, of Law No. 9210, dated 23.3.2004, “On the status of the military personnel of the Armed Forces of the Republic of Albania”, amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. Links no. 1 and no. 2, of decision no. 420, dated 26.6.2024, of the Council of Ministers, “On the treatment with salary and salary supplements of active military personnel of the Armed Forces of the Republic of Albania”, as amended, are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.
2. The values of the element "basic salary per degree", in link no. 1, as well as the values of the element "salary per academic title/scientific degree/scientific qualification", in link no. 2, are the result of indexation at the rate of 2.5%.
3. The financial effects resulting from the implementation of this decision, for salaries and social and health insurance, for the year 2026, are covered by the budget of the Ministry of Defense, approved in Law No. 87/2025, "On the 2026 Budget".
4. The Ministry of Defense is responsible for the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette" and extends its effects from January 1, 2026.

SOME CHANGES TO DECISION NO.425, DATED 26.6.2024, OF THE COUNCIL OF MINISTERS, “ON THE APPROVAL OF THE STRUCTURE AND SALARY LEVELS OF TEACHING EMPLOYEES AND OTHER NON-TEACHING EMPLOYEES IN EDUCATIONAL INSTITUTIONS AND SUPPLEMENTARY INSTITUTIONS OF THE PRE-UNIVERSITY EDUCATIONAL SYSTEM”
In support of Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, and Articles 37, point 5, and 59, point 3, of Law No. 69/2012, “On the pre-university education system in the Republic of Albania”, as amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
1. Links no. 1, no. 2 and no. 3, of decision no. 425, dated 26.6.2024, of the Council of Ministers, “On the approval of the structure and salary levels of teaching and other non-teaching employees in educational institutions and supplementary institutions of the pre-university education system”, are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.
2. Values of the element "position salary" for:
a) positions with ordinal numbers from 7 to 11, of link no. 1, positions with ordinal numbers 1 and 2, of link no. 2, and positions with ordinal numbers from 5 to 8, of link no. 3, are the result of indexation at the rate of 2.5% and of the salary increase policy;
b) other positions are the result of indexation at the rate of 2.5%.
3. The financial effects resulting from the implementation of this decision for the year 2026 are covered by the budget of the relevant institutions, approved in Law No. 87/2025, “On the Budget for 2026”. For local self-government units, they are covered by the transfer approved in Law No. 87/2025, “On the Budget for 2026”, as well as by the own revenues of local self-government units.
4. The Ministry of Education, the Ministry of Economy and Innovation and local self-government units are responsible for the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette" and extends its financial effects from January 1, 2026.
