Residential construction dominates the market/ 1158 permits were granted in 2025. The investment value reaches 73.9 billion lek

The construction sector continues to be one of the main engines of the economy. According to data published by the Institute of Statistics (INSTAT), during the fourth quarter of 2025, 259 construction permits were approved for new buildings, with a total area of 340 thousand m² and an approximate investment value of 19.4 billion lek (including engineering works). This figure shows that the investment of the last quarter is higher than the previous 2 quarters.
Residential construction accounts for the main share of new permits, with 200 permits and 237 thousand m² of surface area. Within this category, community residences stand out, which occupy the largest construction surface area. This quarter, community residence permits had the highest number throughout 2025. Meanwhile, non-residential buildings such as hotels, commercial and industrial facilities are represented by 59 permits with 103 thousand m² of surface area.
In total, 1,158 building permits for new buildings have been approved for 2025, with a surface area of 1.3 million m² and an investment value reaching 73.9 billion lek. Even in this annual panorama, residential construction dominates the market with 890 permits and 844 thousand m², reflecting the high demand for housing.
According to INSTAT, the data for the fourth quarter are preliminary and are based only on reports from municipalities, which means that they cannot be directly compared with the same period a year ago. The institution explains that it is working to unify reporting by all responsible entities, with the aim of increasing statistical accuracy.
