Analysis/ How the Rama government is changing - Figures, 66.7% of ministers have a legal profile and direct ties to negotiations

The recent changes in the government constitute a significant reconfiguration of the cabinet. Of the 17 portfolios in the cabinet structure, 6 have changed leaders, or 35.3% of the government. Of these 6 moves, 4 are complete replacements, while 2 are internal repositionings.
Enea Karakaçi replaces Belinda Balluku in Infrastructure and Energy
Ferit Hoxha replaces Elisa Spiropali in Foreign Affairs
Ermal Nufi replaces Pirro Vengu in Defense
Erjona Ismaili replaces Toni Gogu in Parliamentary Relations
Meanwhile, we have two internal movements:
Besfort Lamallari moves from Justice to the Ministry of Interior
Toni Gogu moves from Parliamentary Relations to Justice
One of the most important changes is the separation of the function of Deputy Prime Minister from the portfolio of Infrastructure and Energy. Previously, this function was concentrated in a single figure (Belinda Balluku). We now have a new model where Albana Koçiu takes the function of Deputy Prime Minister while Enea Karakaçi takes the Ministry of Infrastructure and Energy.
This means that government coordination is shifting from an energy-political profile to an administrative-reform profile. Koçiu comes from the direction of the Department of Public Administration since 2013 – that is, 12 years at the helm of civil service reform – while Karakaçi has a technical profile in energy and sectoral regulation.

So, the legal profile clearly dominates the block of amendments.
Two of the six moves (33.3%) directly affect the security and justice sectors. These two ministries are directly related to chapters 23 and 24 of European integration, which are considered among the most important in the negotiation process with the EU.
In the Ministry of Foreign Affairs, we have a structural change of profile, moving from Elisa Spiropali with a political/parliamentary profile to Ferit Hoxha - a career diplomat since 1991.
Hoxha has been ambassador to the EU, UN, France, UNESCO and has held the position of Secretary General of the Ministry of Foreign Affairs. This represents a transition from a political profile to a technical-diplomatic profile with over 30 years of experience.
Before the changes, the government cabinet had 9 women and 8 men.
After the changes, the cabinet consists of 7 women and 10 men.
However, key positions such as Deputy Prime Minister, Economy, Education, and Health remain in the hands of women.
Of the 6 ministers changed, 3 of them or 50% have studies or extensive experience abroad.

Essentially, we have a reorganization that strengthens the legal and technical profile of the cabinet, separates the function of political coordination from sectoral management at the Deputy Prime Minister level, and shifts diplomacy towards a professional career model.
