Revaluation in 60 municipalities, forced with private experts - Tirana excluded, Expert Çanaj: Costs for citizens will increase

In 60 municipalities in Albania, the revaluation will be done by private experts and market value, while in Tirana, citizens will have the opportunity to choose to do it with reference prices through the ASHK or privately.
Petrit Malaj, Minister of Finance:
"The revaluation process is now open. The instruction has been issued and published on Monday in the Official Gazette. It is a process that can continue normally both in Tirana and in the rest of the country. We are in discussion regarding the new reference prices for areas outside Tirana, as recent tax authorities' controls in real estate offices in Tirana and beyond have identified differences between the prices registered with the ASHK and those resulting in the systems of these offices."
But what does this mean for citizens? Real estate experts point out that the obligation to conduct a revaluation through a private expert and with market value in the entire territory except Tirana will significantly increase costs for citizens.
Elton Çanaj, Real Estate Expert:
"It should also be reflected in the instruction. Citizens' costs will increase because it is not clear at what price the expert reports will be performed. A private appraiser will be chosen by the citizen. It is expected that there will be a stalemate again. The private expert alone will cost an average of 25-30 thousand lek for a report, but there will also be higher profit tax costs."
According to the expert, even though the directive has entered into force, it will take 2-3 months for the effects to be felt in the market.
"It will take 2-3 months to free up the real estate market, as the orientation that the revaluation be done at market value may cause delays. There are 6-7 thousand pending contracts."
The application deadline for asset revaluation will be December 31, 2026.
