OBP strengthens the increase in business participation in procurement -

The Centralized Purchasing Operator held today a forum on the topic of “Promoting business participation in OBP procurement procedures”, an activity that brought together representatives of business associations, entrepreneurs and procurement experts. In her speech at this forum, the Minister of Economy and Innovation, Ms. Delina Ibrahimaj, emphasized the importance of public procurement as an instrument of economic development and strengthening competition.

"The widest possible participation of businesses in public procurement brings stronger competition, higher quality products and services, as well as lower costs for citizens."

The role of the Centralized Purchasing Operator is to standardize and consolidate procurement procedures.

Arlinda Pogaj, OBP Administrator:  “This forum is to clarify the application process and our qualification criteria for all procurement procedures. To listen to all business concerns, real barriers of economic operators who have participated or are thinking of participating in our competition procedures. We do not want a one-way dialogue. We want feedback, we want concrete proposals and we want to address every concern of economic operators participating in our competitions. Our ambition is for OBP to be an institutional collaborator of business and business representatives. So, let's see this forum as a start, a real collaboration of the Centralized Purchasing Operator institution and business, definitely making your participation in procurement competitions as easy as possible.”

The Secretary of the National Economic Council, Arben Shkodra, praised the initiative for direct dialogue with public institutions, emphasizing the need for continuous communication.

"Public procurement is one of the important elements of integration into the European Union. We know very well that Albanian tenders, as we say in our language, will turn into European tenders according to European criteria, standards, which means that it is very important for us to know the standard and then to perform with this standard. On the other hand, business has some, let's say, pillars where it requires a different approach with the government. First, we need to touch on the credibility part. Second, we definitely have the second dimension that we need to address, which has to do with fair competition. Another dimension that I think is worth discussing and I invite you to orient the subsequent conversation is predictability. How much predictability do we have on the part of state authorities."

During its 21 months of operation, OBP has consolidated a sustainable procurement model focused on around 40 different areas, developing nearly 1,000 procedures for 216 public institutions and saving the state budget around 35.5 million euros.
