More ambitious climate targets - From energy, to agriculture and waste. New measures for mitigation and adaptation

The Ministry of Environment has released for public consultation the draft of the Nationally Determined Contribution 3.0, the strategic document that sets out the country's objectives for addressing climate change for the period 2025–2035.
According to the draft, our country aims to limit greenhouse gas emissions to below 9,195 kilotons of CO₂ equivalent by 2035, representing a limitation of emissions growth to about 17.4% above 1990 levels, a more ambitious target compared to current commitments.
The document includes key sectors such as energy, agriculture, land use, waste and industrial processes, while in the adaptation component it identifies agriculture, forestry, tourism, energy, transport and urban development as priority sectors.
The document does not set binding budgetary commitments regarding the measures to be implemented to achieve the objectives, but orients the fiscal planning process towards a gradual and integrated approach. The document aims to mobilize financial resources from the state budget, local budgets, international climate finance and private investments, creating a clearer framework for assessing the financial gap and coordinating resources.
According to the accompanying report, this approach aims to reduce long-term fiscal risks and support economic resilience in the face of climate change impacts, emphasizing that the cost of climate inaction is higher than the investments needed for mitigation and adaptation.
