In the priorities of the medium-term budget 2026-2028, in the field of social protection, it is intended that the number of families and individuals in need who are expected to benefit from the economic assistance scheme is expected to decrease to 59,000 beneficiaries per year for 2028, while for the years 2026-2027 it is expected to decrease by 1,000 families, aiming to employ working-age members of beneficiary families.

The number of beneficiaries of their caregivers is expected to increase to 98 thousand beneficiaries in 2028 from 94 thousand beneficiaries in 2026, in accordance with the new disability assessment scheme, which aims to create a system of integrated services, which combine payments with social care services. Support will also be provided to people from disadvantaged groups through employment in social enterprises, where it is intended to employ an average of 150 people each year, with the aim of integrating different categories of socially and economically disadvantaged groups into the labor market with an average fund of 80 million lek over the period 2026-2028.

According to the document, the increase in the number of people employed in social enterprises in relation to the number of working-age members in the economic assistance scheme is intended to increase to 5% in 2028.

Likewise, as a government priority, the social fund for local self-government units will be supported to provide new territorial social services for groups in need and support families with social health packages, aiming to provide 95-115 services in the country's municipalities, with an average fund of 400-450 million lek over the period 2026-2028. Likewise, 61 local self-government units are expected to benefit in 2027 from 43 LGUs that are expected to benefit in 2025.

In the medium-term budget program 2026-2028, it is emphasized that the policy for special protection by the state for unemployed women, with three or more children up to 18 years of age, where one of the children is under the age of 5 and the family has an income of less than 100,000 lek per month will be financed. The period of care for a child up to the age of 5 is known as the insurance period, for the purpose of benefiting from old-age and maternity pensions, aiming to benefit 8,700 women in 2028 from 8,300 women who were predicted in 2025, with an average fund of around 850 million lek during the period 2026-2028.

It is also aimed to increase the number of women and girls in need reintegrated after treatment in social care institutions to 55 women and girls in 2028 from 47 women/girls predicted in 2025.
