"Builders, obligation to provide spaces for children" - Rama: Any construction that violates permits by more than 2% will be confiscated in the public interest
During the press conference, Prime Minister Edi Rama stated that for changing the destination there is also a monetary measure if the change was made without permission and of course the obligation to return it to its previous state.
"Returning building permits to the Albanian Housing Agency. A measure to guarantee that whoever buys an apartment or shop is sure that they are buying a property that is registered or registrable."
The notary will intervene to guarantee the process.
Obligation to include space for children. I don't mean a garden with a playpen, but an indoor space for children.
We have provided clear rules for confiscations. Any construction that violates permits by more than 2% will be confiscated for public interest, or social housing. On the other hand, we have also made a distinction that up to 10%, only the additional area is confiscated and that area is used, whether for the homeless or for state offices.
Above 10%, the entire object is confiscated.
This block continues with several other issues, which are the works that have been started and are not finished, for which the deadline of more than 5 years has expired. All of these, according to this legal act, will be demolished, confiscated or the procedure to complete them will be initiated if someone appears who left them in that condition and will provide a guarantee that they will be completed. The entire procedure for how this process will be developed has been determined by the Council of Ministers.
Surrounding walls are problematic in themselves. Surrounding walls will have to be subject to standard models. European Albania cannot be a country where surrounding walls are without any logical sense of development. Just as a building permit is obtained, so is a permit for surrounding walls. The models will be made available by the municipalities.
For houses, the procedure will be understandable, while in resorts, palaces, businesses, it will be demolished. A permit must be obtained for each wall
The facade is the right of everyone who does not live in that building, to have an aesthetic presence where they live.
Even the facade can be subject to total confiscation.
What happens to those who should be in control?
Illegal construction has become a national sport. We have reduced the curve, but we have not flattened it.
Even state employees have been involved in illegal construction. There is a point here that if it is found that a state employee has committed irregularities, he will be banned from working in the state for 7 years from the moment of the finding, in addition to other administrative and criminal consequences.
There are new provisions requiring entities caught in violation to cover the costs of demolition and cleanup.
"Intensification of sanctions and administrative measures, directly for the mayor, or the KKKU."
