Moody's reaffirms Albania's rating: "Ba3" with a

The international credit rating agency Moody's Ratings, in its periodic report published on October 7, 2025, has reaffirmed Albania's long-term sovereign credit rating at "Ba3" with a "stable" outlook.

Moody's emphasizes that macroeconomic stability was maintained during three major shocks that affected the Albanian economy, such as the earthquake, the pandemic, and the European energy crisis, and assesses the sustainability, but also the ability for rapid recovery.

The agency also underlines that the medium-term economic growth outlook will remain stable.

Real GDP growth is projected at 3.7% in 2025 and 3.5% in 2026, driven mainly by strong domestic consumption and investments in tourism and energy infrastructure. The tourism sector will continue to be an important contributor to economic growth, improving services exports and construction investments.

In fiscal terms, Moody's sees a positive trend in public debt, which has resumed its decline since 2022, following three major shocks. The public debt-to-GDP ratio fell to 54.2% in 2024 from a peak of 74.1% in 2021. The agency projects public debt to reach 53.5% of GDP in 2026, supported by strong economic growth and a primary fiscal surplus.

The agency estimates that the authorities are expected to respect the fiscal rules set out in the Organic Budget Law, to guarantee maintaining a primary balance at least balanced, as well as reducing the ratio of general government debt to GDP, each year, until it reaches 45%.

Foreign direct investment contributes to mitigating the risks arising from the current account deficit, which stood at 2.4% of GDP in 2024 and is expected to remain stable around this level during the period 2025-2026, significantly below the average of 7.3% of GDP recorded during 2017-2022.

The financial sector remains adequately capitalized and liquid, while potential risks remain under control.

Albania will continue to benefit from EU funding and the gradual implementation of reforms related to the accession process. Reforms, particularly in the areas of the rule of law, anti-corruption measures and good governance, will serve to accelerate the accession negotiations process. Economic integration with the EU, as Albania's largest trading partner, will serve to ensure sustainable economic growth in the medium term, and will help narrow the income gap with member states.

This reaffirmation of the rating by Moody's is a very important indicator of Albania's macroeconomic stability and the continued progress of structural reforms, which provides positive signals to international investors and supports the country's strategic objectives of integration into the European Union.
