At a meeting organized by the Institute for Cooperation and Development and GIZ, where the CEFTA agreements aimed at the free movement of people within the region were discussed, Mr. Ardian Haçkaj stated during his speech that their implementation in the Balkan countries continues to be a challenge.

“Another point I want to emphasize is the normative context. As you probably know, regional agreements do not have immediate and direct implementation effect. Every agreement must be translated into national legislation, which requires a lot of work. Their adoption, ratification and implementation is very complex in our countries, especially for CEFTA agreements.”

According to the CDI's research director, another point that could hinder progress in implementing the agreements signed last year is the capacity of institutions.

"The second point is the capacity of institutions. They need capacity and human resources. And I want to emphasize that we are talking about the technical level, not the political one, this is very important."

In October 2024, the CEFTA contracting parties agreed to sign eight agreements/protocols and a recommendation to promote mobility within the Western Balkans region.

Eight months later, three of them have entered into force in all six countries, while ratification and approval of the others is still in process.
