Electricity licenses - ERE, new rules. Requires data on ownership of land where power plants are built

These are 2 of the new licensing requirements in the electricity sector, as the Energy Regulatory Authority has initiated the procedure for reviewing the regulation that determines the procedures and deadlines for their granting, modification, transfer, renewal and withdrawal. The Authority specifies that the changes aim to increase clarity, unify administrative practices and improve the enforceability of the regulatory framework.
Under the proposed changes, any entity applying for a license will be required to specify whether the property on which the plant is located or will be built is owned, leased, leased or otherwise legally held. A description of the exact location of the generating plant is also required as a mandatory part of the application documentation.
The draft amendments also provide for a number of other regulations. They include clarifications on the documentation that must be submitted by applicants, deadlines for reviewing applications, the manner of publishing notices, and procedures for submitting objections by interested parties.
Changes have also been proposed in the financial criteria for licensing, requiring applicants to document financial support for the exercise of the activity, as well as in the legal and environmental documentation that must accompany applications, including environmental permits and relevant authorizations.
The revised regulation also provides for the facilitation of administrative procedures for entities holding licenses issued by regulatory authorities of European Union or Energy Community countries, by providing for their mutual recognition based on the principle of reciprocity.
