Albanians "share" 759 million euros from salaries - 11 months/ The

Employees in the country have paid approximately 759 million euros in personal income tax by November, with the largest share being the payroll tax according to the ranges determined by the government.

Data from the Ministry of Finance show that from personal income tax, for the period January-November 2025, 15.8 billion lek or 158 million euros more were collected than the same period a year earlier, registering an increase of 26.2% and thus becoming the item with the most positive performance among the revenues collected by the tax administration.

Also, in relation to the plan, 19 million euros have been collected, or 0.8% more than the forecast for this period.

According to official data from the Ministry of Finance, this value has had a progressive increase and is at a record level if we compare it with November of the last decade.

Also in the 11-month period, there was a year-on-year jump in income from this item, reaching a record level for this decade.

According to the tax administration, the increase in revenues from TAP in 2025 shows that businesses are reflecting on formalization and responding to legal obligations.

The anti-informality campaign undertaken by the government regarding under-declaration of salaries had an impact on performance, causing over 9,000 businesses to react in the first phase by declaring their employees' salaries higher. The campaign then continued with a second round for those businesses that had not reacted.

On the other hand, the establishment of reference salaries in tourism this year seems to have significantly influenced the increase in payments declared by businesses in this sector during the season, thus bringing an increase in paid obligations. Another measure was the establishment of reference salaries in the construction sector, automatically bringing an increase in this market and a reflection in the tax paid.

Over the last two years, a salary increase reform has been undertaken in the public administration, where the average salary exceeded 900 euros, causing the tax paid on the salary that employees receive to be higher.

Meanwhile, even more positive performance in this regard is expected next year, given that the minimum wage will increase to 500 thousand lek and the wage indexation scheme for some sectors at the level of 2.5% will be implemented. Personal income tax revenues also include income from rents or interests, but the most important share is from wages.
