Industrial clusters, the new model for attracting investments - The strategy

The government has approved another measure within the framework of the Business Development and Investment Strategy 2021–2027, which aims to create a national program for the development of industrial clusters and their integration into foreign direct investment chains.

According to the document published in the Official Gazette, clusters will be created in priority sectors such as agro-processing, textiles, clothing and leather, clean energy, basic metals, critical raw materials, wood and tourism.

The goal is to increase the capacities of micro, small and medium-sized enterprises, transforming them from low-cost producers into reliable partners for foreign investors and parts of international supply chains.

The strategy also foresees a system of incentives for foreign investors, where support will be linked to concrete results, such as knowledge transfer, development of local suppliers, and cooperation on innovative projects.

Another element of the measure is the professionalization of cluster management, through training and certification programs for managers, with the aim of increasing the competitiveness of Albanian industry.

Through this initiative, the government aims for Albania to be not only a low-cost production destination, but an economy integrated into European value chains and more attractive to foreign investment.
