Public consultation opens on bylaws for the implementation of the Law on Lobbying

The Office of the Commissioner for the Right to Information and Personal Data Protection has opened the public consultation process for the package of draft by-laws aimed at implementing Law No. 12/2026 “On Lobbying in the Republic of Albania”.
The draft acts have been drafted by the Commissioner's Office with the support of Council of Europe experts and aim to create the necessary framework for the effective implementation of the law.
The package includes draft acts that define the procedures for registration in the Lobbying Register, its administration and publication, reporting of lobbying activity, data verification and documentation management.
The draft acts also provide for rules on conflict of interest, the Code of Conduct for Lobbyists, as well as information and awareness-raising activities in the field of lobbying.
In line with the principles of transparency and inclusiveness, the draft acts have been published on the official website of the Commissioner's Office, in the "Public Notice and Consultation" section.
The consultation process will be open until September 4, 2026. Public institutions, civil society organizations, the media, the business community, experts and any other interested party can submit their comments and suggestions to the Commissioner's Office.
Contributions submitted during the consultation period will be reviewed and, where appropriate, reflected in the final version of the by-laws, prior to their adoption.
The Commissioner's Office has appreciated the support of the Council of Europe in the process of drafting the draft acts and has invited all interested parties to contribute to the public consultation.
