The competition for the head of the Public Procurement Commission is open - What are the criteria that the candidate must meet?
The mandate of the current chairman of the Public Procurement Commission is coming to an end, while the Council of Ministers has announced the opening of the competition for this post. But what are the criteria that the applicant must meet to apply for this leadership position?
Referring to the announcement, the applicant must be an Albanian citizen, with a higher education in law, as well as have a period of 8 years of work experience, of which, three years in the field of procurement and two years in management positions.
Among other things, the applicant must not have been convicted of any criminal offense, and must not have been dismissed from work or civil service with disciplinary measures.
But after the evaluation of the CV, the applicants will undergo a structured oral interview and the list of candidates will be ranked according to the points received.
Since 2020, the post of chairman of the Public Procurement Commission has been held by Jonaid Myzyri. The Public Procurement Commission (PPC) is the highest administrative body in the field of procurement that examines complaints about public procurement procedures, concessions/public private partnerships, public auctions and competitive procedures for granting mining permits.
The Public Procurement Commission is a collegial body composed of 5 members, of which a Chairman and a Vice-Chairman. The chairman and members of the Public Procurement Commission are appointed by the Assembly on the proposal of the Council of Ministers for a 5-year term with the right to re-election only once. The commission has the status of an independent institution, which is financed from the state budget.
Based on the last published data, for the 11-month period January-November of the year we just left behind, this commission has registered a total of 1062 complaints from economic operators, for the tendering procedures. Meanwhile, collected in the state budget in total are 53.3 million ALL in 11 months, financial fees after the end of the review of tendering procedures.
