"Fines should be the last weapon" - Rama: Inspections should pass the "Besa" test
Prime Minister Edi Rama has called for a new approach to the business inspection process, emphasizing transparency, fairness, and support for entrepreneurship.
During an extended meeting with inspectors, also attended by the Minister of Economy and Innovation, Delina Ibrahimaj, and the Inspector General, Dashnor Sula, Rama stated that controls on businesses should be developed on new principles and avoid practices that create pressure on entrepreneurs.
Our goal is not to catch subjects in error, but to help them improve in law enforcement and in meeting standards that are our common interest and second; a fine on a business is the last weapon, not the first and never a "sword" of blackmail on the entrepreneur's neck to find another way to avoid the fine, and whoever issues a fine before a good word is not protecting the state, but is embarrassing it.
According to the Prime Minister, the inspector should not appear at a business's door unexpectedly, but should act as a representative of the state who notifies, supervises and helps the entity to correct problems.
As part of measures to increase transparency, Rama also announced that inspectors will soon be equipped with intelligent body cameras and uniforms, so that they are identifiable and their activity can be monitored.
