New rules for strategic energy projects - Investments of interest to the Energy Community. From hydrogen to offshore networks

The government has approved new rules for the development of regional and trans-European energy infrastructure projects, defining special procedures for investments considered of interest to the Energy Community or of mutual interest with the European Union.
The decision aims to accelerate cross-border projects in the energy sector, by simplifying and coordinating permit procedures, as well as creating opportunities for financial support from European Union instruments. The rules are fully aligned with European legislation on trans-European energy infrastructure.
According to the decision, projects included in the Energy Community list will receive the status of issues of national importance and their files must be handled as quickly as possible by the institutions. Even judicial or appeal procedures related to these projects will be treated as urgent.
The rules also set concrete deadlines for the approval process. The pre-application procedure is expected to last up to 24 months, while the legal procedure for granting permits should not exceed 18 months. In total, both phases should not exceed 42 months, although in certain cases the deadlines can be extended by up to 9 months.
The changes cover a wide range of investments, from cross-border transmission lines and energy storage plants, to smart grids, offshore infrastructure, hydrogen, electrolyzers and systems for transporting and storing carbon dioxide.
One of the priority corridors that directly involves Albania is that of offshore energy networks in the Mediterranean, together with Montenegro and Bosnia and Herzegovina. It foresees the development of offshore electricity networks and, where appropriate, hydrogen infrastructure, with the aim of integrating renewable energy and increasing cross-border exchanges.
