Rama's speech in Parliament: The digital revolution will extend further into other fields

Dear friends and guests!
Let me begin by expressing my best wishes for the most successful conduct of the Assembly's affairs, to the new Speaker of the Assembly, Niko Peleshi, at this crucial stage of Albania's European path, as the first speaker of this new legislature. Congratulations and success!
I am not here today to carry out a formality of a vote of confidence in the new government with the arithmetic support of an unusual majority in this hall and I want to say precisely to the majority, that not one mandate, but entire political years are not enough to reward the extraordinary trust that Albanians have given us this time. 83 mandates or over 50% of voters in our support are figures of an extraordinary debt for the fourth consecutive mandate. It is a debt that we must take on every day, not with words, but with a new line of behavior, with a new self-critical approach, with ideas and innovation in every direction, with patience, with will, with dedication and with new energy at every step for the success of this new mandate.
As for the minority, I just want to say that it is none of our business what you do and what you say outside this hall, but in this hall and out of respect for your constituents, you will have all our attention and all the time you want if you will forget about using your body, hands, feet as an argument and about noise and knocking over tables with your hands as an alternative. Otherwise, our presence here will last as long as a voting process. Keep this in mind!
This new mandate is our great state exam. The duration of this exam coincides with the duration of the ambitious national plan to seat Albania at the table of the united European family. And our new governing program is the exam solution notebook, but the success of this historic exam will depend entirely on the abilities of each and every one and our joint persistence to move the solutions from the program paper to the reality of Albania and Albanians.
Albania 2030 in the EU is the headline of this mandate. European Albania is the guiding compass of every page of our program and the metronome of the rhythm of every reform we will undertake.
As usual in the past three times in a session like this, I will neither read the entire program, which you all have at your disposal, nor will I take up the assembly's time or the role of each minister by touching in detail on all the areas that the ministers will present one by one.
Therefore, most of this speech will be devoted to innovation and artificial intelligence as two horses of strategic importance in our battles for Albania 2030.
The rule of law is the foundation of membership in the united European family. The path is one of no return. Consolidating the independence of the judiciary is essential. The new Criminal Code, the new Criminal Procedure Code and the new Civil Code are in process as new foundations of a modern legislation with the highest European standards.
On the other hand, the digital revolution will extend further into the field of justice and law enforcement as a whole to help, on the one hand, the efficiency, transparency, and accountability of democratic institutions, and on the other hand, the strengthening of individual freedoms and rights.
Albania is the only country in the region that is successfully using artificial intelligence to accelerate legislation with the EU. The introduction of artificial intelligence in the service of good governance, anti-corruption and accelerated socio-economic progress will be an undivided priority of all ministries and agencies of the country.
Meanwhile, Diella, the Minister of State for Artificial Intelligence, will exert a decisive influence in accelerating this process. She will be supported by an accelerator named AI 4, “Albanian Innovation 4” which will have complete freedom to operate with a new role within the administration, full of power in action, the collapse of bureaucratic obstacles, the mandatory adoption of artificial intelligence at every step and in every field.
The AI 4 accelerator will bring together the best Albanian talent within the country, attracting both Albanians in the diaspora and foreigners who want to enter the constellation of the Sun. It will focus a critical mass of talent on Albania's toughest problems, challenges that usually do not inspire startups but are key to national progress. It will build companies that can create significant value for Albania and the state as a shareholder, and motivate more Albanians to start their own ventures, creating a self-generating cycle of innovation.
Diella, with its AI 4 accelerator, will beautifully position Albania as a country with great ambition in the field of governance through digitalization and artificial intelligence, and will combine the weight of the state with the agility of startups, uniting public service with innovative entrepreneurship in the lane of progress and turning institutions into artificial intelligence development platforms.
I am sorry for the opposition to Diella as a member of the new government cabinet and for the great misunderstandings regarding the role and expectations from her, and given that Diella is integrated into the presidential decree as part of my responsibility and consequently given that the time of my speech is the only time when Diella can address the assembly, then before I continue further with the program of the new government, I ask the Assembly service to give the floor to Diella.
