Electrification of the Tirana-Durrës-Rinas railway - Securing financing, from EU support to EBRD loan

The electrification of the Tirana - Durrës - Rinas railway is going through several new steps to secure the necessary financing, which is estimated at around 27 million euros according to public statements by the authorities.
Two days ago, the European Commission announced a support of 171 million euros to boost infrastructure development and private sector growth in the Western Balkans, and part of this package was the electrification of the Durres - Tirana railway line. The concrete figure going to the project, as part of this package, has not yet been made public.
Meanwhile, part of the financing package for electrification is also a loan of up to 11.62 million euros from the European Bank for Reconstruction and Development. As a lender, in September last year the EBRD also opened the 2-phase tender for the electrification works, while the first phase included only the technical proposal, without prices, along with any justified deviations from the requirements, as well as the qualification documents. This phase was concluded in November 2025, while after the technical offers are evaluated, qualified bidders will be invited to participate in the second phase, to submit an updated technical offer, along with the financial offer. Currently, the second phase has not yet been opened.
Meanwhile, part of the financing for the electrification of Tirana - Durrës - Rinas is also a grant from the Western Balkans Investment Framework in the amount of 643,686 euros. According to the authorities, the construction of the line will be completed this year, while the electrification and arrival of trains for the start of operations are intended to be completed in the first quarter of 2027.
