"Mayors, cooperate with farmers" - Prime Minister Rama: There is no shortage of funds. Problems with withdrawing the bank guarantee

Prime Minister Edi Rama, accompanied by Deputy Prime Minister Belinda Balluku and several ministers, held a meeting with farmers in Divjaka today. The meeting focused on the aspect of utilizing the opportunities created, in addition to the state budget, which now constitutes only one of the components of the agricultural financing chain.
We have made 250 million euros available to agriculture, which could go to 1 billion if consumed through the Bank of Albania in second-tier banks, where everyone can go and get loans that are guaranteed by the state and where interest rates are much lower than interest rates in second-tier banks when this guarantee is not used. How much has this guarantee been used? Very little! Why? Because you don't need it? No! You do need it, but because in order to use this guarantee, you need preparation, a preparation of a file to send to the bank and to tell them "here's what I plan to do, here's why what I'm going to do brings profit and here are all the reasons why you should support me". In this regard, there is a deficiency that we are still not able to address properly, which is local government. I don't know specifically about the Municipality of Divjaka, but the mayors and municipal leaders should be much more active in collaborating with farmers, with agriculturists to address these financing issues.
For her part, Deputy Prime Minister Belinda Balluku stated that the 2026 budget for agriculture and livestock is the largest in history.
The meeting emphasized the need to create processing enterprises where municipalities are simply and only guarantors of financing to receive these funds.
