Discipline for the disposal of inert waste/Lack of landfills, draft: Will be dumped in temporary landfills

As the disposal of inert waste is considered one of the environmental and urban problems in the country, the Ministry of Environment has issued for public consultation a draft decision that aims to establish rules for the disposal sites of this waste.
The draft decision envisages the creation of a temporary and transitional regime for the disposal of soils, construction materials and demolition waste, until the construction and operation of regional landfills for this category of waste. The document emphasizes that these landfills will not be considered proper landfills, but transitional structures controlled by the state.
According to the accompanying report, the intervention is considered necessary due to the lack of regional infrastructure for the treatment of inert waste and the phenomenon of illegal dumping in rivers, hills or suburban urban areas.
The draft decision stipulates that temporary landfills can only be built outside protected, tourist or archaeological areas and at minimum distances from water sources. Specifically, they must be at least 300 meters away from water wells and 100 meters away from rivers, lakes or wetlands.
The disposal of urban waste, hazardous waste, asbestos-containing materials or biodegradable waste will be prohibited in these landfills. The draft decision foresees that the landfills will operate for a period of no longer than 3 years, with the possibility of extension only once for up to 2 more years, in case the regional infrastructure is not yet functional.
