AAPSK, 160 million lek for law enforcement institutions in 2025 - Other funds for SPAK, police and courts in 2026!

The Sequestered and Confiscated Assets Administration Agency (AAPSK) continued during 2025 to play an active role in financially supporting law enforcement institutions, channeling funds generated from the administration and confiscation of assets towards strengthening the justice system and public security.
According to official data, during 2025, by decision of the Inter-institutional Committee for Measures against Organized Crime, important projects were financed for several key institutions, with a total value of over 160 million lek.
Justice institutions, including the GJKKO and the General Prosecutor's Office, benefited from over 115 million lek, reflecting a clear priority for strengthening capacities in the fight against corruption and organized crime. The General Directorate of the State Police was funded with 28,800,000 lek for logistical support and material and technical supply, while the General Directorate of Prisons benefited from 16,305,380 lek for improving the conditions of penitentiary administration.
A special case during 2025 was the transfer of 10 million euros to the state budget. This transfer constitutes a concrete indicator of the effectiveness of the confiscation mechanisms and the role of the AAPSK in the recovery of illicit assets in the public interest.
In parallel, investments for the AAPSK itself were supported with 20 million lek, aiming to increase the internal administrative and operational capacities of the Agency. In addition to the funding realized in 2025, the Inter-Institutional Committee has also approved a series of other projects that are currently in the funding process.
According to the table of approved projects, the main beneficiaries remain the justice and security institutions:
– The General Directorate of Prisons has approved funding of 119,000,000 leks.
– The Court of First Instance of Tirana Jurisdiction benefits 5,000,000 lekë, based on decision no. 5751, dated 19.11.2025.
– The General Directorate of the State Police has several projects in progress, including 3,514,328 lek and 41,280,000 lek, as well as a funding of 100,000 euros.
– SPAK benefits from several separate fundings: 3,300,000 euros, 1,800,000 euros, and 121,287,421 lekë.
In total, several million euros and over 280 million lekë approved result from the projects in progress alone, consolidating the trend of direct support for structures that fight organized crime and corruption.
The funding structure shows a clear strategic orientation: funds generated from the management and confiscation of illegal assets are returned to strengthen the very institutions that crack down on illegal activities. In this context, AAPSK is positioning itself as a key actor in the full cycle of the fight against organized crime – from the seizure and management of assets, to their reinvestment in the justice and security system.
