7.9 billion euros for transport modernization - Draft strategy 2026-2030, roads and railways for integration into the European network

The Ministry of Infrastructure and Energy has issued for public consultation the Transport Sector Strategy and Action Plan 2030, a document that sets the direction of the sector's development for the period 2026–2030.
According to the document, the strategy aims to modernize the transport system and integrate it with the European TEN-T network, focusing on a more sustainable, intelligent and safe system. But the realization of this vision requires a large volume of investments, with a total cost reaching around 7.9 billion euros for the period 2026–2030. These funds are mainly related to the development of road and railway infrastructure, as well as projects aimed at connecting to the main regional and European corridors. The financing of this package is expected to come from a combination of sources, including the state budget, internal institutional funds, as well as support from donors and international financial institutions. The document emphasizes that the costs are indicative and may change depending on the progress of the projects, while some of them will extend beyond 2030.
The document sets out a series of strategic objectives aimed at transforming the sector. Among the most important are: Full approximation of transport legislation with that of the European Union and its effective implementation by 2030, as a key condition for advancing in the European integration process, Infrastructure development and completion of priority networks, in particular integration into the TEN-T network, to improve national and cross-border connectivity, as well as the promotion of a sustainable and low-emission transport system, through decarbonisation, the use of alternative energies and the promotion of multimodal transport.
It also aims to increase safety in all modes of transport and guarantee the quality of services for citizens and businesses, strengthen institutional capacities and improve coordination between responsible institutions, to ensure more efficient implementation of policies.
Another objective is the digitalization of services and the development of intelligent transport systems, as well as increasing the resilience of infrastructure to climate change.
