3 million euros cost for elections in 6 municipalities - Celibashi: Over 992 thousand voters, electronic voting is being discussed in unit 10

The partial local elections that will be held in 6 municipalities of the country on November 9, 2025 will have a cost of about 3 million euros. In a media release, the Chairman of the Central Commission, Ilirjan Celibashi, emphasized that in total, referring to the election lists of May 11, there are 992,103 voters.
"22 CEAZs and 1,428 voting centers will be established. In total, there are 992,103 voters who were on the election lists of the 6 respective municipalities on May 11, 2025. In an assessment, we have concluded that the elections will cost around 306 million lek, which includes logistics, personnel costs, electronic identification, etc."
Asked whether electronic voting will be applied, Celbashi emphasized that due to the short time and lack of experience in these municipalities, only unit no. 10 in Tirana is being discussed.
"We did it as a discussion, but we viewed it with a little skepticism also because of the time. If it were one of those municipalities where electronic voting has already been implemented, it would make sense. But for these municipalities where elections will be held, I think it is reasonable to implement ballot voting since their voters are also used to this method. At most, it can be applied to unit number 10 in Tirana."
Partial local elections will be held in the municipalities of Tirana, Vlora, Tepelena, Mat, Berat and Cerrik.
