13,675 lek per square meter, Government approves financial compensation for owners affected by legalization
The government in its meeting today approved the decision for the financial compensation of real estate owners affected by legalized constructions. According to the decision in question, the financial compensation for taxable areas includes the following areas: Tirana North, Tirana South, Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Elbasan, Shkodër, Pogradec, Lezhë, Fier, Vlorë, Durrës-Kavajë-Krujë, Saranda, Stimulated Areas, Kukës, Gjirokastër and Berat. The amount of money made available for financial compensation is 840.7 million lekë, for an area of 61,477 square meters. To compensate the beneficiaries, the government's decision stipulates that "the revenues collected by the local directorates of the State Cadastre Agency, as a result of the transfer of ownership through the sale of the construction plot, both for state assets and for third-party assets, in favor of informal buildings that are legalized, are used to compensate the owners."

ABOUT
FINANCIAL COMPENSATION OF REAL ESTATE OWNERS AFFECTED BY LEGALIZED CONSTRUCTIONS
In accordance with Article 100 of the Constitution and point 1, Article 24, of Law No. 20/2020, “On the completion of the transitional processes of ownership in the Republic of Albania”, upon the proposal of the Prime Minister, the Council of Ministers
DECIDED:
1. Financial compensation to owners of real estate, private property, for taxable areas occupied by legalized constructions in the local directorates of the State Cadastre Agency: Tirana North, Tirana South, Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Elbasan, Shkodër, Pogradec, Lezhë, Fier, Vlorë, Durrës-Kavajë-Krujë, Saranda, Stimulated Areas, Kukës, Gjirokastër and Berat.
2. The total value of the financial compensation is 840 702 155.51 (eight hundred and forty million seven hundred and two thousand one hundred and fifty-five point fifty-one) lekë, for the area of 61 477.13 (sixty-one thousand four hundred and seventy-seven point thirteen) m², according to Appendix No. 1, which is attached to this decision and is an integral part thereof.
3. For the financial compensation of the owners of immovable properties affected by legalized constructions, according to Appendix No. 1, attached to this decision for the properties with the serial numbers according to column No. 14, of Appendix No. 1, respectively: No. 7, No. 8, No. 9, No. 10, No. 11, No. 14, No. 20, No. 28, No. 32, No. 33, No. 34, No. 38, No. 39, No. 40, No. 46, No. 49, No. 50, No. 51, No. 53, No. 62, No. 78, No. 79, No. 80, No. 89, No. 101, No. 104, No. 111, No. 113, No. 117, No. 122, No. 128, No. 134, No. 135, No. 137, no.159, no.160, no.164, no.165, no.166, no.167, no.168, no.169, no.170, no.173, no.174, no.175, no.177, no.180, no.181, no.182, no.183, no.184, no.199, no.202, no.203, no.207, no.218, no.220, no.223, no.224, no.226, no.227, no.228, no.229, no.235, no.253, no.258, no.259, no.279, no.284, no.290, no.298, no. 300, no. 301, no. 302, no. 319, no. 320, no. 322, no. 324 and no. 327, according to the special section (column 19), of appendix no. 1, the amount of financial compensation is made available by the Property Treatment Agency, according to points 3 and 4, of article 24, of law no. 20/2020, “On the completion of transitional ownership processes in the Republic of Albania”.
4. The revenues collected by the local directorates of the State Cadastre Agency, as a result of the transfer of ownership through the sale of the construction plot, both for state assets and for third-party assets, in favor of informal buildings that are legalized, are used to compensate the owners.
5. The local directorates of the State Cadastre Agency: Tirana North, Tirana South, Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Elbasan, Shkodër, Pogradec, Lezhë, Fier, Vlorë, Durrës-Kavajë-Krujë, Saranda, Stimulated Areas, Kukës, Gjirokastër and Berat carry out the relevant changes for these properties in the real estate registers.
6. The State Cadastre Agency and the Property Management Agency are charged with the implementation of this decision.
This decision enters into force immediately and is published in the "Official Gazette".
