The Kosovo Assembly failed to elect the country's President after the ruling party Vetevendosje Movement, even after four unilateral attempts on Tuesday alone, was unable to initiate a new voting process for their two candidates, Feride Rushiti and Hatixhe Hoxha.

Opposition political parties boycotted the extended session, thus preventing the necessary quorum of 80 deputies to elect the new president of Kosovo. The latest decision of the Constitutional Court clearly states that the President of Kosovo is elected with two-thirds of the votes and a quorum of two-thirds in the first two rounds of voting, or with 61 votes in the third round. The 35-day deadline given by the Constitutional Court expired at midnight on April 28, and thus, according to that decision, the Assembly is automatically dissolved, without the need for a presidential decree. Extraordinary parliamentary elections must be held again within 45 days, i.e. in early June.

Kosovo Prime Minister Albin Kurti, who is also the leader of Vetëvendosje, which received 51% of the vote in the last elections, described the opposition's boycotting behavior on the issue of the president as "un-state and anti-institutional", accusing them of "deliberately blocking the functioning of institutions".

The two largest opposition parties, the Democratic Party of Kosovo (PDK) and the Democratic League of Kosovo (LDK), called Vetëvendosje's first attempt to put its candidates to the vote without the parliamentary quorum of 80 deputies a "constitutional coup" and a "violation of the country's legal order."

The post of president, according to the Constitution of Kosovo, should be non-partisan and a unifying figure across the political spectrum. The Vetëvendosje Movement led by Prime Minister Albin Kurti, with its partners in government, non-Serb minorities, has only 66 seats in the Assembly, out of 120 seats in total.

Following the end of Vjosa Osmani's term as president and the failure of the Assembly to elect a new president, on April 4, according to the Constitution, the Speaker of the Assembly, Albulena Haxhiu, was appointed acting president, who cannot hold this position for more than six months. Haxhiu is expected to soon announce the date of new extraordinary parliamentary elections, the third in a row in just a year and a half.
