Climate change targets - EU aims for agreement by September

Most European Union member states have backed plans to reach an agreement on their new climate change target by September. EU countries are negotiating their new 2040 climate change target, which the Commission proposed last week with a 90% cut in emissions from 1990 levels, although countries will be allowed to buy international carbon credits to meet a limited part of the target.

Denmark, which took over the EU presidency this month and is leading negotiations between the countries, aims to reach an agreement at a ministerial summit in September, Denmark's energy and climate ministry said in a statement.

At the meeting, a majority of the 27 EU member states backed the plan to reach an agreement on the 2040 climate target in September, three sources familiar with the talks said.

But a small number of countries, including Poland, Hungary and the Czech Republic, opposed an accelerated deal, while others demanded changes to the Commission's proposal, the sources said.

Climate change has made Europe the fastest-warming continent in the world, fueling heatwaves and deadly wildfires. But the 2040 target has stoked political tensions at a time when Europe is sharply increasing defense spending and trying to shore up struggling local industries.

In an attempt to win the support of skeptical governments, the Commission proposed flexibilities that would soften the 90% emissions target for companies.

At the last meeting, member states raised concerns over issues including a lack of clarity on how these flexibilities would work. The EU faces a mid-September deadline to present to the UN a new climate target for 2035, which the Commission has said should be derived from the 2040 target.
