EU Commission opens investigation into Google over AI - Decision comes after tensions with US over the weekend

The European Commission on Tuesday launched an investigation into Google over its use of content from web publishers and YouTube material for its artificial intelligence services. The decision comes after transatlantic tensions escalated over the weekend, after Brussels imposed a 120 million euro fine on Elon Musk's social network X for violating its Digital Services Act.
"AI is bringing incredible innovation and many benefits to people and businesses across Europe, but this progress cannot come at the expense of the principles that are at the heart of our societies," EU Competition Commissioner Teresa Ribera said in a statement.
"That's why we're investigating whether Google may have imposed unfair terms and conditions on publishers and content creators, putting rival developers of artificial intelligence models at a disadvantage," Ribera added.
The EU investigation will examine whether Google used web publishers' content to provide artificial intelligence services that generate results on search results pages without adequate compensation and without giving them the opportunity to opt out.
The Commission's investigation is based on EU rules designed to stop abuses of dominant market positions. However, opening an investigation after a fine against X could anger Washington, which has sided with big US tech companies. Since Trump returned to power in 2025, the EU and the US have been at odds over the bloc's enforcement of digital rules.
