OSCE reaffirms support for prison system reform in Albania
The Head of the OSCE Presence in Albania, Ambassador Michel Tarran, held a meeting with the new Director General of Prisons, Adriatik Kupi, where he congratulated him on his new assignment and reconfirmed the OSCE's support for the reform of the penitentiary system in Albania.
During the meeting, future cooperation between the OSCE Presence and the General Directorate of Prisons was discussed, with a focus on further strengthening standards and improving the functioning of the penitentiary system.
Over the years, the OSCE has provided a continuous contribution in several key areas, including support for the drafting of legislation and policies in the penitentiary system, increasing the capacities of staff in prisons and detention, and establishing the Probation Service.
Particular attention has also been paid to preventing and combating violent extremism and radicalization that can lead to terrorism, as well as supporting the special regime in high-security prisons.
In cooperation with Albanian institutions, the OSCE Presence has also contributed to the establishment of the first interdisciplinary Executive Master's program in Criminology at the University of Tirana.
During the discussions, the issue of reducing the use of the measure "prison arrest" was also addressed, with Ambassador Tarran welcoming the Supreme Court's decision of May, which reconfirms that this measure should be of an exceptional nature and applied only when alternative measures are inappropriate, based on individualized reasoning.
Ambassador Tarran emphasized that the OSCE remains committed to supporting the reform of the penitentiary system in Albania, with the aim of creating a more effective, humane and modern system that guarantees respect for human rights, increases public safety and helps the reintegration of convicts into society.
According to him, cooperation will continue throughout 2026, focusing on strengthening institutional capacities, promoting access to justice, and expanding the use of alternative measures to imprisonment.
