"Under pressure to protect inventions and brands" - Report/ Albania, below average for intellectual property although improving

In today's world, where the economy is no longer measured only by factories and acres of land, but by ideas, creations and technology, intellectual property has become one of the pillars of development. It is the invisible wealth that creates real value, inventions, designs, computer programs, books, music, trademarks and any other form of human creativity that arises from the mind. Intellectual property is, in essence, the way in which a society protects and promotes its intelligence.
In the international property rights report, International Property Rights Index 2025, Albania ranks 71st out of 126 countries, with an overall score of 4.7 out of 10. Within this indicator, the intellectual property rights component receives 5.1 points, while the average for Western European countries is 7.3. The difference is deep and significant. It shows not only a lack of trust in the legal system, but also gaps that hinder the development of an economy based on knowledge and innovation.
Essentially, intellectual property rights are protected through three mechanisms, copyright (for artistic and literary creations), patents (for technical inventions) and trademarks (for the identity of products and services). These methods have the same purpose, to protect original work from copying, misuse or theft. According to the International Property Rights Index 2025 report, Albania is rated 4.4 points for the Legal and Political Environment component, 4.7 points for Physical Property Rights, and 5.1 points for Intellectual Property Rights. These indicators place Albania below the global average of 5.13 points, reflecting limited property protection and inefficient legal institutions.
The overall assessment remains almost unchanged compared to 2024, indicating a lack of progress in strengthening property rights. Albania is included in the group of countries with weak to medium property protection, according to the report's classification. In our region, Albania's performance is lower than that of some neighboring countries. Greece has a score of 5.9 points, Italy 7.0, Croatia 6.3, Montenegro 5.0, North Macedonia 5.0, while Serbia 4.9. These data show that Albania ranks only above the average of the weakest countries in the region, but significantly below neighboring EU countries.
In the 2025 report, the countries that most strongly protect intellectual property are the United States, Switzerland, Germany, and Japan.
