Official/ Property revaluation will be done by 5%- Implementation period will be from January 1 to September 30, 2026
The government paves the way for another real estate revaluation process.
From January 1 to September 30, 2026, citizens and businesses will have the opportunity to revalue their properties, bringing them closer to real market prices. This new initiative aims to increase transparency in the real estate market and bring more revenue to the state budget, without increasing existing tax rates.
Unlike previous times, where the revaluation tax rate ranged from 1 to 3 percent, this time the tax will be 5 percent on the difference in value. The law will also include assets that are in the process of registration or legalization, while legal entities will be required to have a revaluation by licensed experts.
The continuous increase in housing prices with an average of over 20 percent during 2024 alone is one of the main reasons that has pushed the government to take this step. According to the Bank of Albania, the property market is undergoing rapid changes, so updating the value of properties is considered necessary for both fiscal and urban planning purposes.
Concrete instructions for the implementation of the process are expected to be determined by a decision of the Council of Ministers and through a joint instruction of the Ministry of Finance and the Cadastre Agency.
