November 9th Elections, SEC approves over 335 thousand ballots/ EU supports Electoral Reform and digitalization of the process
The State Election Commission has approved the production of 335,199 ballot papers for the local by-elections to be held on 9 November 2025 in five municipalities: Vlorë, Berat, Tepelena, Cerrik and Mat. The decision is based on the official voter list data provided by the General Directorate of Civil Status, according to which a total of 334,559 voters are registered in these municipalities. In accordance with the Electoral Code, the SEC added 2% more to this number to ensure the smooth running of the process.

The European Union Ambassador to Albania, Silvio Gonzato, during a conference on digitalization in elections, expressed the EU's support for the establishment of a joint parliamentary commission on Electoral Reform after the 2025 elections. He stressed the importance of an inclusive process, based on facts and guided by the recommendations of the OSCE-ODIHR and the Venice Commission. According to him, the challenges of the past and those of the future require a new approach that includes not only legal regulation, but also improving the electoral climate and equality in competition.
"Digitalization offers great opportunities for transparency and inclusion, but also brings risks such as manipulation, disinformation and misuse of data, especially in the era of Artificial Intelligence," declared Gonzato, emphasizing that the EU and the Council of Europe are committed to assisting Albania through new projects for the elections.
Gonzato also stated that progress in Electoral Reform and digitalization are part of Albania's obligations on the path to EU membership, as part of the chapter on democratic institutions and the rule of law.
