Digitalization of municipal services - Capital, functional systems for taxes and permits. Other municipalities lag behind

The process of digitizing local public services for businesses in Albania is developing at a steady pace. Since 2022, many central services have been made accessible online through the e-Albania platform, facilitating interaction with the administration. According to an analysis conducted by the Investment Council, the situation is slightly different at the local level, with some municipalities having started implementing digital systems, while others remain in the initial stages.
The Municipality of Tirana has created a system for managing local taxes and fees, where businesses can view their obligations and make payments online. The e-Permit platform, which is used for applying for construction permits, has unified procedures across all municipalities, simplifying the process for developers and designers.
From consultations with businesses and local representatives, several ongoing concerns have been identified. Taxes are often considered high and not adapted to the capacity of small businesses. There have been cases of bank accounts being blocked without warning, lack of information in decision-making and difficulties in using digital platforms. The survey of 163 businesses showed that many of them feel burdened with procedures and are not satisfied with the quality of services.
However, there are also positive developments. The Municipality of Elbasan has invested in a financial reporting system, while Korça and Durrës have launched electronic notification of fines. The Strategy for Decentralization and Local Governance foresees further steps for digitalization, including the integration of services into e-Albania, electronic document management and online publication of local acts.
With coordination between institutions and involvement of the private sector, digitalization can bring tangible benefits to business and the community.
