"Set a price for self-producers of energy" - Parliament asks ERE to take measures, after the government approves the methodology

The Parliament has requested the Energy Regulatory Authority to take steps to set the price of electricity produced by self-producers. In the latest resolution on the ERE, the Parliament emphasizes that after the approval of the relevant methodology by the Council of Ministers, the necessary measures should be taken for the timely approval of the price of energy generated by self-producers, considering this an important step for the development of the green energy market.
The Energy Community Secretariat has previously requested that Albania implement the net billing system for self-producers. This is a mechanism that allows consumers to benefit from the net value of energy consumed from the grid and that fed into the grid on their bill, creating a fairer and more incentivizing scheme for household and private investments in renewable sources.
The latest data from the Distribution System Operator shows that the number of self-consumers increased by 21.6% during 2024, compared to the previous year. Last year alone, OSHEE approved the applications of 887 new customers, bringing the total number of self-producers to 2415, with an installed capacity of over 216 MWp.
Of this total, 1645 are private consumers, 705 families, while 51 state institutions, including municipalities, schools and ministries, have installed solar panels for energy production. This is in addition to 15 non-budgetary units such as water supply or health centers. ERE itself has described this diversification of customers as a positive signal that shows the increasing involvement of citizens, businesses and institutions in initiatives for self-production of energy and reducing dependence on the network.
