As Albania is developing several railway projects, the Transport Community requires the transposition of European legislation and the establishment of institutional structures to guarantee the rights of passengers who will use the train as a means of travel.

The recently published study on Strengthening the Regulatory Framework for Passenger Rights in the Western Balkans states that the “Railway Code of the Republic of Albania” is partially in line with the Regulation on Passenger Rights in Rail Transport and needs to be further harmonized in order to be fully in line with the acquis.

Also, according to the Transport Community, there is no National Enforcement Body responsible for protecting passenger rights and coordinating the activities and practices of various state and non-state institutions, undertakings, station managers and other actors involved in rail transport. “Albania should designate a National Enforcement Body that will be able to fulfill the tasks and powers of the Regulation on Passenger Rights in Rail Transport,” the document states.

Meanwhile, the Transport Community study estimates that the implementation of passenger rights will have costs ranging from 33,000 euros in 2026 to 43,000 euros in 2035. Passenger rights are numerous, including compensation in the event of damage to luggage, compensation in the event of delays or cancellation of travel, in the event of rail accidents, etc.

Currently, rail transport is little used by citizens due to the lack of fast and modern lines, while the closest project expected to be completed is the Tirana-Durres railway and the new branch towards Rinas.
