"Unregistered lands hinder agrotourism" - Investment Council: State

Uncertainties over land ownership are becoming one of the main obstacles to the development of agritourism in the country. A report by the Investment Council shows that some operators in this sector face difficulties in obtaining financing, as the land leased to them by municipalities is unregistered or has incorrect documentation.

According to concerns raised by the representative of the Agrotourism Association, uncertainties over the legal status of land hinder its use as a bank guarantee and, consequently, limit business expansion and new investments in rural areas.

The report finds that there is no published and summarized data on the number of state and municipal properties registered or not yet registered in the Cadastre. Businesses operating in agritourism and rural areas assess that municipalities have been passive in consolidating the inventory of properties and initiating procedures for their registration. Among the reasons cited are the lack of licensed surveyors, limited budgets and the costs of applications to the Cadastre.

The problem is also related to institutional coordination. In total, 44% of the companies surveyed declare that they have encountered delays and problems due to poor cooperation between the Cadastre, municipalities and other state institutions.

The Investment Council recommends the establishment of special working groups, the allocation of funds for the registration of state properties and periodic reporting by municipalities. The process should progress with priority in areas where property insecurity is hindering the financing and development of agritourism.
