The Competition Authority imposes measures against Vodafone and One: Cheaper packages for pensioners and students

The Competition Authority has imposed a series of measures and obligations against Vodafone Albania and One Albania, following the completion of an in-depth investigation into the retail mobile services market.
The decision, approved by Decision No. 1307, dated July 24, 2026, aims to address concerns raised by consumers and increase competition, transparency and choice in the mobile telephony market.
According to the Competition Authority, during the investigated period, approximate and progressive price increases were found, high similarity between packages, reduction of offers with lower prices, as well as deficiencies in documenting the costs justifying the tariff changes.
As part of the measures imposed, both operators must, within 90 days, offer special and more favorable packages for pensioners and students aged 18–23.
Also, the cheapest package should also be accessible at physical points of sale and not only through applications or digital channels.
Subscribers will also have the right to switch to a cheaper package after the end of the contract, without penalties and without unjustified obstacles.
Any change in price, content or duration of validity of packages must be communicated individually to the subscriber in a clear manner, at least 30 days before the change comes into effect.
The Authority has also determined that any price increase must be based on documented cost analyses, while the relevant documentation must be retained for a period of five years.
Other measures include real differentiation of new packages, so as not to limit consumer choice, as well as the prior assessment by the Competition Authority of standard contracts, in order to avoid unfair clauses.
Contracts should also clearly and understandably define the procedure and deadline for porting a number from one operator to another.
The Competition Authority states that the decision aims to correct specific consumer problems, including lack of information, difficulty in choosing cheaper offers, limited access to economic packages, contractual ambiguities and lack of alternatives for lower-income groups.
The implementation of the obligations will be monitored for one year from the entry into force of the decision. In case of non-implementation of the determined measures, Vodafone Albania and One Albania risk the penalties provided for by law.
