Tirana leads in complaints in public procurement - KPP: 11.2 million lek will be collected in the state budget

During February, a total of 68 complaints regarding tendering procedures were filed with the Public Procurement Commission, reflecting the ongoing disputes by economic operators in the public market.
According to the breakdown by type of contract, the vast majority of complaints concern the supply of goods, with 37 cases. Meanwhile, 23 complaints were registered for service contracts and only 8 for public works, which indicates a higher concentration of problems in the procedures for purchasing goods.
In terms of territory, Tirana continues to hold the main weight of complaints, also influenced by the higher volume of procurement procedures taking place in the capital.
Referring to the stage of the process, the majority of complaints were filed at the bid evaluation stage. This indicator highlights the challenges related to transparency and selection criteria, making this stage one of the most contested by economic operators.
In parallel, the institution's financial report for February shows that 12.9 million lek were collected as guarantee fees for procurement procedures. On the other hand, 32 million lek were returned to economic operators after the completion of the review of the procedures, while 11.2 million lek will be transferred to the state budget, as part of the final financial obligations.
February data confirm that public procurement processes continue to be associated with a significant level of complaints, highlighting the need to strengthen transparency mechanisms and increase the trust of economic operators in these procedures.
