Tepelena, among the municipalities with the highest expenses - Interest in agricultural lands and new constructions is growing

The Municipality of Tepelena results in a significant increase in local revenues during 2024 compared to 2023. Official data shows that improvement has been recorded in almost all revenue categories.
The strongest increase was recorded in agricultural land taxes, with a jump of 396%, from 1.2 million lek in 2023 to around 6.1 million lek in 2024.
Another significant increase is the infrastructure impact tax, which has increased by 198%, from 1.8 million lek to 5.5 million lek. This trend also indicates higher interest in new construction in this municipality.
In the cleaning fee category, a steady increase of 63% was recorded, reaching 8.2 million lekë, which indicates the increase in service coverage in wider areas of the city and surrounding villages.
Building taxes have also seen a modest increase, by 12%.
Another important pillar of local finances has been the increase in non-tax revenues, which have increased by 80%, rising from 17 million lek in 2023 to 30.7 million lek in 2024. This increase is related to improved asset management, service tariffs and public rents.
As for expenses, the bulk of the budget goes to personnel expenses, with approximately 197 million lek, which have increased compared to 2023, while investment expenses only amounted to 16.7 million lek in 2024, but with a slight increase compared to the previous year.
The per capita income in the Tepelena municipality is calculated at 6946 lekë or about 70 euros, making it part of the group of municipalities with above-average income, while the total expenditure per capita is recorded at 36,464 lekë per year or about 365 euros per capita, ranking as the 7th municipality with the highest expenditure in the country, but in the last 8 municipalities in terms of investment expenditure at only 1804 lekë per year or about 18 euros per capita.
Referring to the 2023 Census data, the Municipality of Tepelena has 8461 inhabitants in total and compared to the 2011 census, the population of the municipality has decreased by about 36%.
