"Affordable Housing", Rama: Special Fund and Zero-Interest Loans

Zero-interest loans and the establishment of a national housing fund. These are the solutions that the government seeks to provide to address what Prime Minister Rama called a "very delicate and sensitive topic." In a meeting in Durrës, Rama explained in detail this project aimed at facilitating housing.
"We have entered the phase of developing an affordable housing plan. We are reviewing the legal basis. So far, we have a 3 percent for housing, which we get from building permits. With the money collected, we will create a fund for housing. We know that the greatest demand is in Tirana, and then in Durrës. But there is another municipality second only to Tirana for building permits. This is Himara, which also receives the 3 percent, at a time when there is no need for housing. So the general fund is created and distributed with some formulas to facilitate the acquisition of houses. The state will also establish some bank guarantees. Zero-interest loans will be given to teachers, police officers and military personnel. Last year was the first year and it worked. We learned from this and this year we will expand the scheme. Housing is a very delicate and sensitive topic and we will treat it very carefully," said Prime Minister Rama.
