Debt Strategy 2025-2029/ Focus on reducing foreign currency debt and developing the domestic market
The Ministry of Finance has published for public consultation the draft decision "On the approval of the Medium-Term Debt Management Strategy 2025-2029". The new document defines the ways of financing the budget deficit in the medium term, as well as measures to ensure a balance between cost and risk in public debt management.
The new strategy aims to reduce the share of foreign currency debt, increase the maturity of domestic debt, and improve the ratio of debt maturing within one year. It also envisages further development of the domestic market through increased transparency, publication of an annual borrowing plan, and strengthening activity in the secondary market for government securities.
According to the explanatory report, the document has been drafted in accordance with the legal framework in force and is based on the macro-fiscal objectives and monetary policies that the Bank of Albania will pursue during the period 2025-2029. The strategy also includes three alternative financing scenarios to cope with potential risks from changes in domestic and international markets.
The institution in charge of its implementation will be the Ministry of Finance, while the document does not bring additional financial effects to the state budget.
