Voluntary insurance, who should do it? - Guarantees pension and more income.

Every individual who is not employed and therefore not part of the mandatory social insurance scheme has the right to pay voluntary insurance in order not to be penalized from the right to an old-age pension.

Referring to official data from the SSS for 2024, the number of voluntary contributors is recorded at 5255, of which 3089 are within the country and 2166 are abroad. According to age groups, 56.1% are over 50 years old; 42.4% are 31-50 years old and 1.4% are 18-30 years old.

According to the Social Security Institute, for the current year 2025, contributions can be paid monthly, quarterly or annually and for prepaid contributions of future periods, a certain amount of contributions is deducted, of 6% on the amount for an annual payment (provided that the payments are made within January); 3% on the amount for a 6-month payment (provided that the payments are made before the start of the 6-month period, which will be covered by voluntary insurance); 1.5% on the amount for a 3-month payment (provided that the payments are made before the start of the 3-month period, which will be covered by voluntary insurance).

On the other hand, persons have the right to pay voluntary insurance to cover past periods not covered by mandatory insurance, until reaching the age for old-age pension. 

While insurance also exists as an opportunity to create more income for employed persons, the self-employed and private employers, for higher old-age, disability and family pensions. Voluntary contributions for more income are paid up to the maximum level, but only for the current year and not for previous periods.

The monthly quota for voluntary insurance is currently 8,640 lek and the annual quota is 103,680 lek.

Voluntary insurance cannot be taken out after the right to a benefit from the compulsory insurance scheme has arisen, as well as by self-employed persons in agriculture who benefit from subsidies from the state budget.

Voluntary insurance in any case is done through an agreement between the person applying and the employee in charge in the structures of the ISI.
