Fixed telephony tariffs are expected to decrease - AKEP: The cost of termination on these networks will be 0.07 lek/min

Fixed telephony tariffs in Albania are expected to be reduced soon. In a document published for public consultation, the Electronic and Postal Communications Authority (AKEP) proposes that call termination tariffs on fixed network operators' networks be reviewed.
Fixed network termination rates have been significantly reduced in recent years, but are still higher than the average rates in the European Union. Since 1 July 2021, many EU countries have started applying the common FTR termination rate. Starting from 2022, the maximum common FTR rate applied in the European Union countries is 0.07 eurocents/min, which is around 64% lower than the average FTR rate of 0.1970 eurocents/min for the 27 EU countries compared to 2021.
According to AKEP data on fixed call termination rates in the countries of the region in 2024, it is noted that North Macedonia's FTR is 0.58 eurocents/min, Serbia has 0.09 eurocents/min, Montenegro applies MTR at 0.26 eurocents/min, Kosovo applies 0.33 eurocents/min, while Albania's FTR with the average exchange rate for 2024 is calculated at 0.69 eurocents/min.
Given that Albania has a very low fixed telephony penetration rate and with an ever-decreasing use of fixed telephony services, AKEP will use the benchmark FTR tariffs used by EU, BEREC and regional countries.
Thus, a 57% reduction in fixed call termination fees is expected from 2025 to 2026. Currently, the fee is 0.7 lek per minute, in 2026 it is expected to become 0.3 lek and 0.15 lek per minute, while in 2027 it will drop to 0.07 lek per minute.
Fixed network call termination (FTR) is a wholesale service offered by a fixed network operator to enable its network customers to receive calls. When fixed or mobile network call service providers enable their subscribers to send calls to fixed network numbers in the Republic of Albania, they pay the operator that enables them to terminate the call a wholesale fee for this service, called the 'fixed network call termination fee'. The reduction of this fee between operators is expected to be accompanied by a reduction in final tariffs for the citizen.
