How are municipalities ranked according to performance? - Report/ Korça, first. Dibra, Elbasan and Berat, in decline
Municipalities across the country are in an invisible "race" for the best performance throughout the year. But which one has come out on top?
The audit report drafted by the Ministry of Finance concludes that in terms of the ranking of the regional center municipalities, they are assessed with 68 points out of 72 in total.
While in particular, if we look at the list of district center municipalities, in first place for 2024 is the Municipality of Korça with 49 points, followed by the Municipality of Shkodra with 47.5 points, the Municipality of Durrës with 47 points, followed by Kukës and Gjirokastra.
The list of the 12 largest municipalities is closed by Dibra, Elbasan and Berat, which have recorded a decline in performance.
As for other local self-government units, if we take into consideration the Municipalities, Devolli, Mirdita, Kamza and Lushnja rank at the top of the list, and Skrapari, Delvina and Konispoli rank at the bottom.
Spending units with large budgets remain the focus of internal control system assessment and performance monitoring of their activities throughout 2024.
Regarding the analysis made on 13 spending units with large budgets, the Republic Guard ranks first, followed by the Agency for Agricultural and Rural Development and the National Food Authority, which have also had increasing performance.
While the weakest performance results from the University Hospital Center "Mother Teresa", the University Trauma Hospital and the General Directorate of Prisons.
The review considers the generation of data for 18 performance indicators on budget planning, implementation and execution, as well as on indicators for the implementation of internal control and internal audit systems.
