Economic operators increase complaints about tenders - In four months, the state budget benefited 21 million lek
In the first four months of this year, 307 complaints from economic operators were addressed to the Public Procurement Commission. Meanwhile, in April, 84 such complaints were calculated, while an increase in the number of complaints is noted, compared to the previous three months. However, compared to the first four months of last year, this year has marked an increase, with about 10 more complaints.
But what did economic operators complain about the most in April?
Referring to the data of the Monthly Bulletin, calculating the complaints according to the phase of the process for which the complaint was submitted, 60 complaints are for bid evaluation, 23 for Standard Tender Documents, while 1 for others.
On the other hand, categorizing them by type of contract, 59 are for goods, 19 for services and 6 are for public works. Meanwhile, local government continues to lead with the highest number of complaints, accounting for 45 of them, 20 complaints are from independent economic operators, 12 complaints are from central government, and 7 are from joint-stock companies.
To focus on financial fees, in the first four months of this year, approximately 21 million lek were calculated in financial fees to be paid to the State Budget at the end of the review of procurement procedures. However, in April, approximately 20.9 million lek were financial fees collected as guarantees for procurement procedures, while financial fees returned to economic operators at the end of the review of procurement procedures were 8.5 million lek.
