How does VAT compensation affect farmers? - Guri: Increased formality, more traceability for products
Nearly 15 million euros in total are expected to be distributed to farmers in the form of 10 percent VAT compensation for sales invoices for agricultural products.
In an interview with SCAN TV, Deputy Minister of Agriculture, Fatmir Guri, emphasizes that in addition to financial support, this mechanism has a significant effect on the formalization of the sector and increased traceability.
"For us, it is an instrument that leads the farmer to what is very important for us, formalization. Beyond the support that is very important, it is also very important for us to understand that part of the agricultural activity, which until a year ago was carried out outside the formalization process, today it is formalized. And in this process, not only the farmer benefits, but all the links in the sales chain up to the final consumer. Because a formalized process is a process in which we ensure the traceability of the product starting from the producer to the consumer."
Asked if there is a stalemate between collectors and farmers regarding the issuance of invoices, Guri says that all problems will be resolved gradually.
"This is a process and like any process at the beginning it has its difficulties, but this is precisely the most important element that we must take into consideration. With the advancement of the application of this process, this process will be normalized to understand that both the farmer must receive the invoice, but also the collector must issue the invoice. Of course, this process must also be followed by the relevant authorities."
This scheme is being applied for the first time in the agricultural sector, replacing in a way the support provided to farmers through the agricultural oil scheme.
