Municipalities, 31 million euros in debt — 6 months/ Kavaja leads, Pusteci and Këlcyra have no obligations
While the new administrative-territorial reform has sparked much discussion because it aims to merge 15 municipalities nationwide, one of the elements taken into consideration in determining the units that will emerge from the map is their arrears, or their financial strength.
But how do the 61 municipalities in the country rank in terms of accumulated liabilities?
The first half of the year closed with a stock of liabilities to businesses and citizens from municipalities in the country, worth 3.1 billion lek or 31 million euros.
According to data from the Ministry of Finance, what is noticeable is that the stock has remained almost at the same levels as at the end of March 2026, while compared to December 2025 where the stock was 2.9 billion lek, a slight increase of 300 million lek is noted.
The obligation imposed by the government to settle the stock, although it has had positive progress in the last two years, still has occasional fluctuations from one quarter to the next. Even though the goal is to completely eliminate the stock of arrears.
Official data from the Ministry of Finance shows that of the total arrears to businesses and citizens, 1.2 billion lek are unpaid obligations for public investments, 506 million lek for services, around 363 million lek for court decisions and 658 million lek for other expenses.
Referring to the list, the value of the debts that municipalities have is not necessarily related to their surface area or population size.
Specifically, the municipality of Kavaja ranks first, resulting in a debt value of 719 million lek.
Next in line is the municipality of Tirana with 282 million lek in liabilities, the municipality of Pogradec with 227 million lek in debts, followed by the municipality of Dimal with 144 million lek, then comes the municipality of Cërrik with 141 million lek and Vora with 139 million lek, leaving the turn to Rrogozhina, Divjaka and Dibra.
While at the bottom of the list of municipalities in terms of the value of debts are the municipalities of Vlora, Pustec and Këlcyrë.
Municipalities were required to submit to the Ministry of Finance a detailed plan for the repayment of the stock of liabilities and to adhere to it.
